1. Job Overview
As a founding member of Bank of Vietnam, this role is responsible for establishing and implementing the foundational human resources framework, including HR policies, compensation and benefits regulations, and mandatory training programs. The role plays a key role in helping Bank of Vietnam enable timely completion of HR frameworks prior to grand opening date, and mitigatecompliance and operational risks during the initial operational phase.

2. Key Responsibilities
– Support the development and implementation of the bank’s core HR policies and regulations, including HR governance, recruitment, performance management, and employee relations.
– Design and maintain the compensation and benefits framework, ensuring alignment with the bank’s strategy, budget, and market practices in Vietnam.
– Develop and support the implementation of performance management and KPI frameworks for both the set-up phase and operations.
– Establish and coordinate mandatory training programs, including compliance, code of conduct, and internal functional training.
– Coordinate with Legal, Compliance, and external advisors to ensure all HR policies comply with Vietnam labor laws and SBV regulatory requirements.
– Drive future-oriented and strategic business initiatives by identifying, evaluating, and developing new growth opportunities, leading pilot initiatives, and managing strategic partnerships and external collaborations.
– Support Top Management and Executive Forums by planning and facilitating top management–led meetings, managing agendas, and tracking execution and follow-up actions on key decisions.
– Manage the operations of the Board and Committees, covering agenda planning, quality control of materials for reporting and approval, and monitoring the execution and follow-up of key decisions.

3. Job Requirements
– Qualifications & Experience
• Bachelor’s degree or higher in Economics, Finance, Business Administration, Statistics, Public Policy or related fields
• Minimum 5–10 years of experience in banking, strategy, consulting, or related roles, preferably with exposure to banking or financial institutions
– Technical & Behavioral Competencies
• Strong strategic thinking and structuring capability with the ability to systematically decompose complex business and management issues, identify core logic, and derive clear priorities and strategic conclusions. Solid understanding of the macro environment and industry dynamics including financial policies, market conditions, and structural changes in the financial services industry, with the ability to translate them into strategic and business implications
• Solid knowledge of Vietnam labor laws and HR-related regulatory requirements applicable to banks.
• Strong analytical, policy drafting, and stakeholder management skills.
• Demonstrated build-up and hands-on mindset, with the ability to work under a dynamic environment
• Good command of written and spoken English, with the ability to work effectively with outsource consultants. (Korean language skills are considered an advantage)

Basic Benefits: Social insurance based on salary and 12 days of annual leave, health insurance, personal accident insurance, 13th month salary and bonuses twice a year.

Working day: Monday to Friday 8:30 AM – 5:30 PM.

Working location: Yen Hoa Ward, Hanoi City.

Salary: Negotiable.
